Why did we form SGDCC?
The Singapore Digital Chamber of Commerce Foundation was established to represent the business community in the digital era of the fourth Industrial Revolution.

Mr Roger Wong
Roger is a businessman and the founding president of Singapore Digital Chamber of Commerce Foundation (SGDCC). He started this association with a vision – to bring together digital economies to advocate digital transformation changes, between business communities and policymakers from Singapore across ASEAN region and beyond.
He started in the public relations field after graduating from Curtin University with a degree in Mass Communications. He went on to hold leadership and advisory roles in JCI Singapore, where he was deeply involved in the coaching of JCI members from Singapore, Malaysia, Vietnam, Cambodia, Taiwan, Korea, Mongolia, Indonesia, the Philippines and Japan. His emphasis on corporate social responsibility (CSR) grew. Not long after, he became President of the Asia Pacific Business Council for Sustainability (f.k.a Asia Pacific CSR Council) in 2010. Along the way, Roger has co-founded several start-ups and worked with a plethora of companies and individuals to promote proper corporate values for the greater good of society.
More than just a businessman, he is an entrepreneur and a humanitarian who has worked on many prominent social cause projects, gaining recognition in the process for his leadership roles and award-winning achievements. He believes strongly in the digitisation of our economies and the revolution of the business landscape, driven by altruistic motivations and a need to upgrade our efficiency in the way we do things. He continues to be a strong advocate for CSR and social values in the business and government realms up till this day.
Mr Evan Yah
As Secretary General at SGDCC, Evan supports the needs of the board and is responsible for giving direction and clarity to the organisation’s strategic and policy development. His role in communications and administration ensures the smooth functioning of the committee and its meetings.
With a background in banking & finance, Evan was Vice President for the Transaction Banking Department at Bank of China in its Singapore branch previously, where he built an extensive network of large Chinese conglomerates, MNCs, listed companies and fund management entities during his time at the bank.
Before joining SGDCC, he took on the role of National Secretary General at JCI Singapore, where he was in charge of the overall operations and communications between 4 local chapters that represented over 100 members. In 2017, he was the National Honorary Treasurer of JCI Singapore, where he managed the finances, ensured transparency and solvency of this non-profit organisation. Later on in 2018, he became President in one JCI’s City chapter. Under his leadership, JCI City organised projects such as “Ten Outstanding Young Persons (TOYP) Award” and a major TCM Charity Banquet that raised over S$385,000 for Sian Chay Medical Institution.
Mr Anthony Koh
Anthony Koh is the Vice President of SGDCC and part of its senior leadership team, where he formulates and implements strategic plans that guide the direction of the organisation. Second only to the President, he takes on a leadership role in the organisation’s operations, supporting the former in scope and duties when a need arises.
With over a decade of experience in the payments industry, Anthony is a leading expert in this field. He is also the co-founder and CEO of MC Payment, which began operations in 2005 and has ever since grown from a startup into an international company, with business operations in countries across the globe. With his firm MC Payment, he has built an established and trusted network of large merchants and financial institutions.
As a serial entrepreneur who started during the dot com era, Anthony has built a diversified portfolio under his belt. His business acumen, combined with a personal inclination towards technological innovation, has resulted in an array of successes and achievements in the ever-complex payment landscape.
Mr Lim Hui Jie
Lim Hui Jie is the Vice President of SGDCC. His duties and responsibilities revolve around the development of the organisation, its financial health, management of its staff and a clear oversight of its operations.
Hui Jie has a strong academic background in business & finance. He is a successful graduate from the EMBA Global-Asia Programme, which spans across the 3 major financial cities of the world: Hong Kong, London and New York. Furthermore, he holds a Bachelor of Business and Commerce degree from Monash University (Australia) where he graduated with the “Monash Golden Key” Award.
As the CEO of ITF Corporation, Hui Jie became one of the youngest Executive Director in the history of a London-listed company at the age of 26. Up till this day, Hui Jie has sat on the board of 3 listed companies and has successfully founded his own company, listing it onto the Australia Stock Exchange in 2015. It achieved a market valuation of over USD 230million on opening day.
Mr John Lee
As the General Legal Counsel of SGDCC, John is the main attorney and takes the lead in all matters pertaining to legal and corporate counsel at the organisation. His role encompasses law-antitrust, patent, trademark protection, merger and acquisition activity, labor and employment law among other areas of legal work.
John was called to the Bar in 1994 and graduated with a Bachelor of Laws (Hons.) degree from National University of Singapore (NUS) back in 1996, as a Kuok Foundation Scholar. In addition to his law degree, he holds an Advance Diploma in Computer Studies. Right after graduation, he joined a prominent law firm in Singapore where he specialised in all areas of intellectual property law. His advisory expertise covers the full spectrum of intellectual property issues, including entertainment law, digital media, internet & IT, electronic commerce, media & advertising. He also deals with the maintenance of IP rights, technology transfers, licensing, franchising, protection of copyright and the like.
Furthermore, he is a registered Patent Agent in Singapore, and a member of the Association of Singapore Patent Agents (ASPA). He is also a registered Trademark and Industrial Design Agent in Malaysia.
Mr Mike Chiam
Mike is a commercial lawyer and deputy general legal counsel at SGDCC, where he works hand-in-hand with the general legal counsel on all legal matters pertaining to the organisation. Playing a supporting role to the general legal counsel, he provides legal advice on compliance, investment & finance, M&A and blockchain among other aspects of law.
Mike started as an Associate in the Corporate Advisory team, and the Blockchain, Cryptocurrency & Initial Coin Offerings (BCI) team at CNP Law. His main areas of practice include corporate advisory, M&A and general commercial law. Since then, he has gained in-depth experience on advising technology start-ups and venture capital firms on fundraising, compliance and regulatory issues, company formation and commercial agreements.
More recently, Mike has branched out into providing clients with advisory on legal issues and regulatory developments in relation to cryptocurrency, online and mobile payments, blockchain applications and ICOs (initial coin offerings). Prior to becoming a commercial lawyer, Mike owned and built business ventures in coworking space and online finance in Singapore and Southeast Asia.
Mr Chan Chee Seng
Chan Chee Seng is the Vice President of SGDCC, where his role centers around blockchain and e-commerce digitisation, areas of technological advancements that taps on his expertise. With his knowledge and experience, he will help the organisation to grow its involvement in blockchain and assist with digital transformation processes.
Graduating from Nanyang Technological University with a Bachelor’s degree in 1997, he was a co-founder of one of Singapore’s earliest online property portals called “Property Online” back in 1998. His passion for e-commerce and digitalisation, resulted in him becoming a lecturer for various prestigious education institutions in Singapore and China. With a strong foundation in this space, he has since transitioned towards blockchain, cryptocurrency and forex trading, where he has become an advisor for Singapore’s cryptocurrency exchange, Tokenize Exchange and ForexTrainer.org.
Adding to his credentials, Chee Seng is also the Executive Director of Sakae Fintech, a division of Singapore listed company, Sakae Holdings, where he helps to initiative partnerships and collaboration for blockchain development and facilitates linkups between both local and international trade unions and chambers of commerce.
Ms Esther Wee
Esther is a deputy Vice President at SGDCC, where she adds value to the organisation with her specialised knowledge in intellectual property (IP). Her focus on IP advisory provides a much needed boast to the organisation and its members on IP issuing and protection.
Esther is an IP counsel with Eversheds Harry Elias LLP, where her expertise lies in devising and managing comprehensive IP filing and protection strategies. Notably, apart from protection and enforcement strategies, Esther also assists clients in maximizing the return on their IP investment by advising on licensing or franchising agreements related to corporate acquisitions, joint ventures and strategic business activities. In addition, she is the President of the International Intellectual Property Council (IIPCC), Singapore chapter.
Apart from IP advisory, she is also an avid speaker and advocates in educating and raising awareness amongst the public and business owners on ways they can market their IP assets. She has conducted trainings/workshops on IP with prominent organisations, including with Malaysian Global Innovation & Creativity Centre (MaGIC) and DBS Bank’s SME Academy for SME Innovation.
Mr Glenn Lim
Glenn is the deputy Vice President of SGDCC. As the role suggests, he supports the other Vice Presidents at the organisation in a range of day-to-day tasks and scope, including strategic planning, business development, operations management, liaison with external parties among other important functions that allow the organisation to function smoothly.
Glenn was the executive director at Maxias – a digital agency focused on bespoke solution integration across applications and platforms and the managing director of Go Global Strategy – a technology-based marketing agency with a focus on the expansion of organisations and businesses in Asia to the rest of the world by bringing together the finest expertise and resources in marketing to achieve best-in-class solutions and results.
With a background in agency business solutions, Glenn has amassed substantial amounts of experience in business development and gained an in-depth understanding of the entrepreneurship and SME landscape here in Singapore and the region. He is as passionate as ever in helping to develop entrepreneurs and assisting SMEs to grow in the region.
Mr Benjamin Ng
Benjamin is the deputy Vice President of SGDCC. As an expert and experienced professional in the financial sector, Ben set the course of his career in Maybank since 2010 until 2014. From there, he made impressive footprints all over the Asia region. By using digital asset, he established a strong base in Hong Kong and China by managing his client’s financial portfolio.
Driven by a strong entrepreneurial spirit and urge toward invigoration of start-up and next generation youngster, Ben has ripen into a venture capitalist. He incubated numerous startups in Singapore, Cambodia, Hong Kong, and China while applauded his very own company to embrace the spirit of digital revolution that has taken place at this very moment. He has invested in a startup payment gateway, SCash, in efforts to revolutionise the digital industry.
A holder of the first Cambodia Successful Brands Award in 2018, he is a successful entrepreneur. Companies he has been involved in include Wood Capitol, Soccos Holdings and Brands Alliance.
Mr Teo Ser Luck
Honorary Advisor to Singapore Digital Chamber of Commerce since March 2019, Mr. Teo Ser Luck has also been the Non-Executive Independent Chairman and Director of BRC Asia Limited since November 28, 2017 and a Non-Executive Independent Deputy Chairman and Non-Executive Independent Director of Serial System Ltd since July 15, 2017. He also has been Lead Independent Non-Executive Director and Non-Executive Director at United Engineers Limited since September 19, 2017.
Mr. Teo was elected Member of Parliament for Pasir Ris-Punggol GRC in May 2006 and was appointed as Parliamentary Secretary. He was subsequently promoted to Minister of State, appointed as the Mayor of the North East District and chairman of the Mayors committee. He had been with Ministry of Trade and Industry overseeing the Small and Medium Enterprises (SME) sector, consumer protection, entrepreneurship and trade relations with the region, including China. He was a Co-Chairman and Vice Chairman of Singapore-Shadong provincial biltateral business council.
He was also in the Ministry of Manpower where he oversaw industry development in productivity, Lean Enterprise Development implementation, foreign workers, rank and file workers and developing progressive workpalces. He has also been the political office holder in the Ministry of Community Development, Youth and Sports, where he was instrumental in leading Singapore’s successful bid for the inaugural Youth Olympic Games (YOG) and the Ministry of Transport, where he helped develop the national cycling plan. After 11 years as a political office holder, he returned to the private sector and continues as a Member of Parliament.
Mr Joseph Kwok
Being an advisor to SGDCC, Joseph brings on board an array of financial advisory, fund management and stock exchange listing expertise to the organisation. His in-depth areas of knowledge in these fields will facilitate the handling of aspects pertaining to finance, banking and investment.
Joseph has more than 18 years of experience in the financial services industry and had previously held senior roles with global financial institutions like JP Morgan, UBS AG and Standard Chartered Bank. He graduated with a Master Of Commerce degree and a Bachelor of Commerce degree from the University of New South Wales. He is also a certified accountant with CPA Australia and a Certified Financial Planner (CFP).
Joseph is currently an Independent Non-Executive Director and Audit Committee Chairman of 3 SGX main-board listed companies. He is also President of the Financial Planning Association of Singapore (FPAS); President of the University Of New South Wales Alumni Association Singapore and President of Australian Alumni Singapore.
Dr. Lillian Koh, PhD
Dr. Lillian Koh is an advisor to SGDCC, giving her expertise in areas encompassing education, fintech and partnerships. With her seasoned hands-on-deck, the organisation gets a boost in planning and implementing strategies to elevate the next generation of entrepreneurs and business owners in Singapore and the region through digital transformation.
With her many years of experience in education, Dr. Koh has much to contribute to the organisation in developing a new wave of entrepreneurs and business owners, while helping the older ones to adapt to the new age. Dr. Koh served 17 years in Nanyang Technological University of Singapore in an academic role, where she taught and coordinated for post-graduate course modules for Economics, Business and Accounting Education.
Dr. Koh is currently the CEO of Fintech Academy (FTA) as well as a Mentor for Temasek Launchpad. FTA spearheads talent development programmes ranging from financial literacy awareness to deep dive fintech engineering courses. FTA collaborates with educational institutions in Singapore as well as professional associations and bodies and supports the Singapore Fintech Association (SFA) for courses and events. Besides Singapore partners like Institute of Banking and Finance (IBF), NTUC, NTU-IIC and ISCA, she also collaborates with international organizations like ICAEW, Prudential and Pearson. FTA works closely with the polytechnics and universities as well.
Mr Victor Tay
Victor Tay is an advisor to SGDCC, where his focus on multidisciplinary industries, industry development and foreign direct investment will help support the business community in Singapore and the region, through the organisation and its vision. He is currently the Managing Director of Stout, a global advisory and consulting firm.
With a strong background in international business relations and an in-depth understanding of multidisciplinary industries, Victor oversaw the internationalization of companies when he was the Chief Operating Officer of the Singapore Business Federation’s (SBF). He was also Group Director of the Singapore Economic Development Board and SPRING Singapore, where he oversaw eight industry sectors comprising transportation, logistics, environmental, engineering services, biomedical, chemicals, education, and business services in which he had assisted Singapore enterprises in a variety of areas such as M&A advisory, technological research and development (R&D), private equity investment, and internationalization.
Victor has developed a deep understanding of future science and technology trends and sustainable development strategies as the Chief Development Officer of Nanyang Technological University. His previous board appointments include Vice President of the United Nations Global Compact Network Singapore, Chairman of the Environmental and Water Centre for Innovation at Ngee Ann Polytechnic, and Independent Director of the Franchising and Licensing Association (Singapore). He was appointed by government as the Singapore representative at the ASEAN Young Business Leader Committee.
Mr Richard Sia, CFA
Richard Sia is the Chief Financial Officer for SGDCC. With a comprehensive background in financial analysis, treasury, investment and investor relations, Richard brings a vast amount of finance-related experience and in-depth investment expertise to the table.
After his successful corporate career with Wing Tai Holdings Limited where he held a senior leadership position and mentored a team under him, he took up an advisory role at Omnibridge Capital Pte Ltd. As a management consultant at the company, he provided business-related advice and training to startups and SMEs. During this period, he learned to identify essential qualities of successful entrepreneurs and gained insights into the real-world challenges business owners face in Singapore. From there he started to conduct business strategy workshops on his own to help individuals and business owners to build a growth mindset and think out of the box.
Richard graduated with a Bachelor degree in Business Administration from NUS and is a CFA charter holder since 2001. In addition, he is also a Certified Neuro Linguistic Programming practitioner and an ACTA certified trainer. His core philosophy in business and finance revolves continuous education and personal development, where he believes that one has to constantly learn and adapt to innovation to overcome obstacles, exploit opportunities and thrive in an ever-changing world.
